Answer is both. You wanna carb up before ur workouts to give you energy. After the workout, you wanna eat high protein foods to feed the muscles....chicken, tuna, lean steaks, fish etc..and a protein shake.

You should eat at both times. Before, not a meal though, to ensure you have enough carbs for the workout - say a couple hours before hand in the form of carbs and after the workout to replenish the glycogen stores and help with the recovery phase. You've got a window of opportunity to take in carbs straight after the workout of 30 minutes. Take the carb meal after the workout in the form of liquids such as a carb replacement drink as the body can easily and readily absorb the nutrients. Food has to be broken down and this takes too long. The order of what to do after the workout goes like this:
1 - water to hydrate
2 - carb drink to replenish glycogen stores
3 - solid meal 1 hour to an hour after workout such as porridge with fruit or a banana sandwich etc
Best with your health

You need energy during your workout, but you need some time in between eating and working out. If you eat a small snack, wait about an hour or so before you work out. If you eat a meal, wait 3 or 4 hours. Try to take in a good amount of carbs to give you energy.
Then you should eat after you workout. Take in some protein to help your muscles recover.

15-30 mins BEFORE ur exercise. Something that's high on carbohydrates, but is not heavy, preferably fruits like banana or apple. Happy exercising.
