I was sitting on the couch, minding my own business, reading my quran. It was a little warm, and I opened the front door. The neighbors saw the SMOKE and called the Fire Department.
I live in the country. We have to pay for Fire Trucks arrival.
Should I pay the $150? Or have a Tribal meeting and take up a donation?

You could sue your neighbors. A judge would try to see if a reasonably prudent person would believe that a fire was going on at your house.
Try to get a written statement from the fire department about their observations of smoke/fire.
Tell the judge that smoke can occur from many things without the necessity of calling the fire department, such as burning your toast. I would hope that your neighbor would come over and try to save you from burning to death and the judge would do that as well. I believe the judge would side with you in the claim that the fire department would only be needed to be called when an excessive amount of uncontrollable smoke would need to be coming out of your window to necessitate the fire department.
Everyone has seen the thick black stuff that constitutes a real fire from TV/Movies/The news, and I guess you had nothing of the sort.
Are your neighbors so genuinely fearful of your safety?
