Try using sources on the internet. There are plenty of websites that are free. I am not sure how old you are, but if you are still in high school, try arranging sessions with your Spanish teacher so you can learn to speak in a more advanced level. If you are out of high school, try taking college courses. You can enroll and take one class at a time. A lot of colleges dont have required prerequisits so you can take a higher level than starting at the first. Also, join some chat groups or Yahoo groups that speak only in spanish. Or like someone else suggested, go work for a fast food restaurant. Just kidding. If you have a Chipotle ( which by the way is owned by McDonald's) near you, you could apply and work part time. Everyone there is either of Spanish decent or speaks Spanish.

These days you can learn how to speak Spanish over the internet. Check out this online course, it's voted as the best Spanish online course of all time: http://www.rocketlearner.com/spanish The course is very easy to follow, I was able to learn Spanish in just 3 months.
I live in New York City, I wanted to go to a Spanish language teacher but that would have cost me over $800 per month. Good thing with this internet, $800 it's a lot of money for me.

Unfortunately, learning Spanish and be fluent in Spanish are two different things. For starters, you may want to be looking for a class you can take at your local college or something. If you just want to know traveler's spanish...then, this may be enough. If you 'd like to be fluent, you would have to find ways to immerse yourself in the language. Watch Univision, buy books and magazines in spanish, latin music, and most of all friends who are comfortable helping you with your Spanish. Maybe in a few years, you might be able to speak Spanish fluently (but only with a lot of dedication).

It's totally possible. I was a high-intermediate to advanced speaker of Spanish before I ever went to a Spanish-speaking country.
I think learning a language is largely a function of how much exposure you get to that language. Language classes are ideal, but even on your own you can do a lot. In the United States, you have plenty of easy access to materials in Spanish such as Spanish-language television, books, and magazines. Just dive in! And try to understand as much as you can. You'll understand more as you go on.
