You don't say how old she is, but as a parent I would want to know before a problem like this gets worse. But, if this is not possible in your case, try calling the teen crisis line in your area. You don't have to give your name, but they may direct you to who can help your sister. Teenage years is the hardest now because of all the peer pressure. It might be hard for you to talk with her about your concern, but if you have a close relationship with your sister, talking may work. Also, there is a Teen Alcohol Support Group just in your phone book to see if someone there can help you with your sister. Maybe you need to sit down and talk to your sister. Tell her and make it very clear that you were not snooping, because she will probably get upset and not wanna talk to you bec she feels she was violated. Tell her how much you love her and want to help her and that you would do anything to better the situation. Let her know you are concerned and use "I" statements. Tell her how it makes you feel and ask her what is bothering her. The two of you can come up with solutions to try and get on the right path and fix things before it gets worse.

first of all "low class citizens?" who do you think you are? underage drinking and smoking is a problem for every body, not just the upper middle class, and if your going to use terrible grammar such as "ain't" at least spell it right.
talk to her about it, if she will. If not tell your dad. There is nothing wrong with that and maybe she needs authority to tell her smoking and drinking is not something she should be involved with at that age. However, if she is in her teens, she will probably experiment anyway, she just needs to learn to be smarter about it and not leave it lying around for her nosy sister to find.
PS cigarettes and alcohol do not **** up your life, abusing them does

What a waste of perfectly good cigarettes and Bacardi. Look, kids, smoking and drinking is fun together or on their own, but you don't mix them together and try to do both at the same time. The cigarettes get soggy and the drinks taste like charcoal. It just doesn't work that way.

I think you're right to be concerned about her. However, this may not be something you can deal with on your own. Yes, if you tell your dad she will probably get in trouble, but that's nothing compared to the trouble she'll get in later on down the line if she doesn't get help.
Tell your dad, and help your sister before her situation gets even worse.

Well, depends on how old she is. You didn't say. If she's young, tell her you saw some things in her room accidentally that you want to talk to her about. Explain how smoking and drinking at a young age will much her life harder than it already is. She'll be mad at you for going in her room, but she'll get over it.
Last resort, tell your parents.

Talk to her without threatening her. Make her believe that you wanna help her, make her trust you. Try to let her know that drinking and smoking are not an option and that she can talk with you on any subject and ask for your help. Good luck!

let her know that it is wrong but dont tell her parents cause she may get mad at you and do it out of anger.(make ure you ask her first if it is hers and shes not holding it 4 somebody)

confront her with what you found. Ask her to tell you the truth. Tell her how much you love her and care about her and all and she will listen.
