after the fourth of july all the presses change in the factories and the auto maker have much more pressure to sell the model of that year after this time. in the industry this time is called change over.

The "change over" time is not the best time to get a car. Because of limited supply you'll have a hard time getting what you want. Towards the end of the month is the best time.

Right before the next year's models come out and the lots are trying to get rid of inventory.

Also, businesses have to pay an "inventory tax" yearly (based on the amount of current inventory), so they try to reduce the amount of cars they have to lower the tax. I'm sorry, but I don't know the date of that.
