With Money:
Dinner and a movie.
Rent movies.
Go out to the local theater.
Go to a club together.
Science museum.
Amusement park.
Ice skating / rollerblading.
Shopping.
Without Money:
Browse used/new books at a bookstore.
Go to the park for a picnic.
Watch people ice-skate.
Go to the mall and browse.
Watch the sunset together.
Climb a mountain together.
Workout together.
Watching TV can be fun with a loved one and some popcorn.
Play a board game.
Adventure together, drive around and comment on people/things.
The link I've placed at the bottom has some really great ideas as well.

Depends where you are. One of the most memorable dates I had with a guy was a nice film, preceded by a modest bunch of flowers and followed by a summer moonlight drive out towards the coast, where we just stood and talked for hours. As long as you're well-presented, thoughtful, not patronising or forceful and listen to your date properly, you should have a great time!
