state police because they have authority anywhere within the state, while a county sheriff is only within the county, and the police are only within their jurisdiction

Will depend on your state, in most states the County Sheriff has the highest power,

But of course this is all relitive, since the county police can not investigate city codes but the city officer can do city, county and state laws.

Many states don't have a true state police but merley a highway patrol.

So there is alot of depends on which state you are talking about
