Go to your HR department and report this. This is really none of her business until you give your notice. Tell them she's creating a hostile work environment- you can't think about working when she's threatened to fire you, etc. Or wait for her to say something about it, get it on tape and take it to HR, so it won't be "your word against hers." I am assuming you're talking about promotion within the company.

Doesn't sound like blackmail as much as wanting to keep a good employee while offering her/him security.I was a permanent full time with the government. Each year a reduction in force occurs. Some jobs are frequently on the chopping block and others are not.Make the choice that is best for you.You don't control your boss's actions only yours.if an unprofessional situation takes place, deal with it accordingly.it is possible to go up career wise by going to other higher grade jobs even though they maybe short term.Peace.

Go with the flow my cousin until you get the other job. Make it look like you really depend on you current employer and then when you hear the sweet sound of music in the new career tell you boss to go and f@ck her self as you don't actually need her and make her understand that you were just playing her like a dirty game on the pc.

Just apply for another position. How is she blackmailing you? If she has something to hold over head, you need to clean up your act. If she is just putting pressure on you stay, that usually indicates she's incompetant in some area and you are doing her work. Find out what that work is and let HER boss know that you are covering her a**

I would document everything she says and does so that if she des backfire you have a record of what happend when and where. Do not tell her you are applying for the jobs posted . As well if she does try to blackmail you again go to your HR office and tell them....don't forget to bring that paper where you have documented what she said and where!!!!

Apply for other positions, but tell them not to call your current job for references because you don't want to lose your current job. Most employers are pretty understanding about that sort of thing (I've done that before) as long as you have other references they can talk to.
