It really depends on who asked who out. I think it's a natural assumption to make that whoever makes the invitation should pay. As the other person, I think the polite thing to do is to offer to get the tip. It's a very good gesture, and they can also say something like "I'll get it the next time" It shows that there is interest there at the same time.
It's traditional to for a man to pay, but some women find that going dutch is better because it shows that they aren't a gold digger and that they are independent.

Speaking as a man, I would always pay on the first "date", even if she's Paris Hilton or something. Even if she asked me out.
If she really insisted, the most I would do is go dutch.
This is more to do with how I see myself, as a provider and a gentleman, than with questions of who asked who out.

Whichever person made the invitation is responsible for paying. Typically guys pay because they are the ones that do the asking, but if a girl asks a guy out she should be prepared to pay, especially if she asks a guy out to do something expensive.
