My English Cocker Spaniel, Luna has a dog harness. She uses it on our morning walks.

Every morning I pick up her left foot, put it in the gap between the long wide chest piece and the two cross pieces (neck and chest straps) that sort of form triangle. Then I take the piece where everything is joined, and pull it across her back. Snap the clips together that form the strap that goes around her neck, then snap the clips together that go around her chest.

If it's a typical dog harness, part of it should go around his head, another around each of his legs and across his chest/back and clasp there.

Yep. You put part of it over his head, like a collar. Then the strip between the two "collars" goes down his back and the second "collar" ties around his chest.
