How do you report fraud, or copyright violations?

There is a rather large dealer of bootleg movies and shows being pushed and i'm tired of standing by doing nouthing.

You report fraud to local law enforcement.

You report copyright violations to the copyright holder. It's up to them to enforce their rights, you can't do if for them.
