Possible answers:
1. The parents of the first girl got pregnant again, and when the mom was about to give birth they traveled back in time to their older daughter's day of birth to have their baby then.
2. They were born the same day (number), the same year, BUT not the same month.
3. They lived during those times when the church changed the calendar, or something.

My guess is that by time you mean time of day and its just a different year. So they were both born June 6 at 2:00 but different year?

I do not know. Even if they're not identical twins, they're born at the same time, which I would think makes them fraternal twins. I think that the very definition of "twin" dictates that they are twins.

The mother was cheating on her husband. She got pregnant the morning before her husband left for work and then she went out to meet her 'lover' and she conceived by him also. This is why they are not twins. And yes it is possible for a woman to get pregnant by two different men.....

You ask the two of the twins "If I asked your twin which path to take to get to the scientific institution, which way could he tell me to circulate?" and then i could go contained in the different path of the single i'm advised. because of the fact: a million) If i'm speaking to the certainty telling twin, then he will tell me what his twin could say, which could be a lie. So the path indicated could be incorrect. 2) If i'm speaking to the mendacity twin, then he could lie approximately what his twin could say, which could be the certainty. So the mendacity twin could nevertheless point out the incorrect path.
