I have a couple tubes from my old bike and I was wondering if they will fit my new bike. I'm not sure if the slash means it will fit tires from 1.5/2.2, or really, even what 1.5/2.2 means.

It means it will fit any 26" tire from 1.5 to 2.2. So yes, it will work fine in your 26x1.75 tire.

1.5/2.2 is the range of width across the rim in inches that the tube can fit. 1.75 is the width of a regular mountain bike tire. Most of the mountain bike rims are 26 x 1.75. It will fit fine.
