My suggestion would be Banff, Canada:

Feel relaxed, rejuvenated and restored as you pamper yourself at one of many entrancing spas in Banff and Lake Louise. Immerse yourself in the soothing and historic waters of the Banff Upper Hot Springs while surrounded by spectacular mountain peaks or escape to the luxury of the Willowstream Spa at The Fairmont Banff Springs.

If money is no object, go to one of the islands around Tahiti. There are resorts there that have private bungalows that are built on stilts over the water. At night the floor, which is like class lights up and fish, etc. are attracted to it. During the day, you can catch some sun in whatever you want to wear ( or not wear) and swim right off your own bungalow. Great restaurants in town.

If money is an issue, try the coast of Oregon outside of Portland. Quiet and several romantic little hotels with great views.

Niagara Falls is a very romantic place for vacation. I think its the honeymoon capital of the U.S.A. If you go, stay on the Canadian side. There isn't much to do on the American side. The Canadian side has 2 casinos, Hard rock cafe, tons of museums(Guinness book of world records, Ripplies Believe It or Not, etc...). Wax museums, haunted houses etc... But of course, the falls are the big draw. They light them up at night and do fireworks over them. The people were great. Everyone thought me and my girlfriend had just got married, so everywhere we went people asked us if they could use our camera and take our picture. It's a great time. Hope this helps you.

Strange place to say, but Burlington Vt. A bueatiful town with lots of night life, good resturants and things to do. In spring and summer there is all kinds of biking, water activities for the day, and even plenty of shows to enjoy. In winter some great skiing, sleding, ect. Great town and people.

Where do you live? What's your vacation budget? Do you want to drive there? Fly? Cruise? Train? What's your definition of romantic? Beaches? Mountains? Ocean? Lake? City? Country? Hotel? B&B? Cabin?

i anticipate once you're saying "february holiday" you're speaking about someplace between friday the fifteenth and sunday the twenty fourth of february proper? if so you are able to anticipate it to be slightly crowded yet no longer TOO undesirable considering that many colleges have the week of presidents day without work and for a lot of people its chilly and snowy and darkish the position they stay and they want to interrupt out and characteristic a tremendous holiday. if you're going the different time in the time of february it seriously is not crowded in any respect.

part of the decision is where you live and how long you want to fly to get there. i found provence (south of france) wonderful, tuscany in italy very romantic (including florence). the carribean islands are great as well as costa rica. i always enjoy places that give lots of time for alone time, lots of time to explore and spend time together.
In the US, monterey penninsula/big sur is great, sequoia national park, vermont along the appalatian trail if you like hiking. the choices are endless.
