Here's a better question, what would these kids do for entertainment if the school installed a cell phone signal blocker (mine is presently considering this). Since there doesn't seem to be a positive to a child having a cell phone.

I would say that there really arent any pro's to this. As someone who is going into the educational field, and has taught plenty of summer school, I see them as more of a distraction than a benefit. These kids do not need phones in school, if they are in school, there is no need for them to have them. They should be learning and enjoying their peers company when they have free time. Really to me, they seem to be just a big hassle, a distraction, and something that students, if they possess them, should not be allowed to use during school hours. I can see carrying one for emergencies, and after school activity pick ups (calling mom and dad for a ride) but during school hours I dont believe there are any benefits for the presence of cell phones. As a student myself I used my cell phone in class to text my friends and not pay attention to what was being taught. Its just one more way for a student to either a) distract oneself from what is being taught, or b) get in trouble/distract others in the classroom.

One really big pro would have to be for emergencies. That would be for any age group. You could just buy a cell phone, not pay for any service, and it will still be able to dial 911. Or if u want them to be able to contact u, there is a cellphone sole through Verizon, which has a few buttons on it that can only call whoever is predialed on the buttons. (i.e. mom, dad, 911)

emergency purposes. a lot of different services are actually coming out or have come out with kid cell phones that isn't like the normal cells. You should look into it.

They can use the phones to share answers during tests, enabling all the kids to pass the tests with high marks, thereby ensuring that the school doesn't lose its No Child Left Behind funding no matter how poorly educated the children actually are.

None, cell phones should be used before and after school, if there is an emergency, the school will notify you.

I sometimes need to communicate with my son during the day so I'll send a text to find out if he has a ride home after basketball practice, remind him that I'll be late coming home, etc. Unfortunately, there's no way to limit who the kids are texting.
