One of many stupid rules thrusted upon us by the E.U. without us getting much say in the matter, that the fuel has to be sold in litres.... OR ELSE :-(
But I guess since we still measure distances on the roads in Miles still (which everyone is familiar with), the use of Miles per Gallon in fuel consumption was retained since it makes more sense than the European standard of "litres per 100km".

b/c you are in England you use the metric system the MPG ratings you see are for americans
