to change or create new avatar just login to yahoo answers and press on "My Q&A" from the window appear click on "Edit My Info" then from window appear click on "Get my Yahoo! avatar now!" from middle right in window, and follow steps.
but to get picture to your account follow steps to "Edit My Info" and press on "get my yahoo 360 page" after you get it, on your 360 page click on edit my page and upload new photo.

Go to "edit your profile" here on answers and it will let you choose to use your avatar pic..

I think it's under you profile just click aruond you'll find it
