Books are usually brought out first in a hardback edition, for people who are prepared to spend a fairly large amount of money in order to get a durable book and/or who want to read the book as soon as possible.
Then after a few months they are bought out in a paperback edition for the mass market, which is cheaper but not so hard-wearing - and you have to wait to read it.
Some books never go to paperback (textbooks, for example), because they are never going to be sold to the mass market.
Some books go straight to paperback - romantic novels, for example - because there would be little market for an expensive hardback amongst their readers.

Hardcover is usually more durable, has larger print, a dust jacket and is more expensive. Most books are released in hard cover before paperback.

one has a hard cover and the other doesnt, and about a 30 dollar price difference in most cases. it has the same story between the bindings.
