I'd first ask him a few questions, and even what he'd like and what his likes are. From there, depending on his hobbies & interests and the amount you'd like to spend, I'd go with gift cards from his favorite stores, not just from one store though from a couple of them.
Also it's nice to receive gift certificates for the local movie theater since kids his age normally don't have a lot of cash on hand. You can find these on-line. Also most of the movie rental establishments have gift certificates available, as do quite a few of the amusement parks/arcades. In our area (Northern California) there's a plethora of places kids enjoy such as Malibu Grand Prix, Great American, the various waterslide places, the list is endless.
Gift certificates to local fast food places are fun, especially during the summer when he's hanging out with friends and they have the urge for munchies though limited cash.
I've given American Express Gift Checks which you're able to use anywhere from clothing & music stores to fast food and 5 star restaurants.
I've been known to put a few different gift cards and gift checks into something that the user enjoys (ie: an inexpensive duffel bag, flower pots.. you get the picture) Not only does the receiver have optional "gifts" to choose from though they also have something they can use and you're saving money on gift wrap/gift bags.
If he's local to you, one of the best things you can give him is a gift of "time". As in spending the day with him,or even a few hours. Take him and maybe even a friend to lunch, the beach,an arcade or going shopping (giving him a spending limit). Kids remember what you've done WITH them more than what you've given to them.

a guitar, electric, with a wammy bar, humbucket and amplifier, you can find these at you're local wal-mart, pon store or music store, usual in between 150-300 dollars, but they last a life time, mine is a sratocaster, the best of all fender brands, i love it and i didn't even know how to play when i got it! guitars are a great thing for a young child to brag about especially when rock...well, punk, is the most popular music outlet in the world....but, if you're kid aint into the whole crazy music sensation, i would suggest games, games are awsome, especially "need for speed underground 2" for the x-box, and if he doesn't have one, that would also be a great idea, especially since x-box's are becomming cheaper with this new serge in technology! and if you're kid don't like those types of things, there are "prismacolor" colored pencils that are just like using pastels! i love to use them to draw and color, they make an awsome gift..if you're son is into anime, there is a new one out for sale called "naruto" it's about a young (about 14) ninja in training and his journey to become the greatest ninja in the world, it's not bloody, not sexual, doesn't even have much girls in it, it's just a good 'ol boy cartoon.....sorry, i didn't realise he's not you're son, but that's ok, you can find loads of things that don't cost a fortune, but personally i would go with something to do with music, preferrably punk-rock, now let's see.....my favorite bands are metallica, pinkfloyd, journey, alice cooper...oh, newer bands too, dropkick murphys, ozzy, disturbed, matchbook romance, rolling stones is good (maybe old) but, alot of teens are into all the 80's wonders, everyone loves kiss..infact, i went to "warped tour" last year and they had billy idol singing! yes! that's a great idea! tickets to warped tour are cheap! and they have only the best of the best, including NIN (Nine-Inch-Nails) which rocks! there gonna be in oregan, at columbia meadows this year, like every year, but, they also tour the entire country! not only the big towns, but the small ones too! but.....if he is into rap and or hip-hop, i'm afraid i don't know much, but it's never to late to get someone on hte block of rock (ok, that WAS cheesy) anyway, never give up maan! you'll find the perfect gift without a problem, after-all it is the thought that counts!

Since he has Ipods and such, why don't you just take him to ball game, if he's into that. Take him out to eat pizza, give him a 20 and call it a day. Just spending the time with him may be all the gift he needs.

Concert tickets. Everyone loves good concert tickets. Take a look at his iPod and see what band/singer he likes the best. Or, get him tickets to the Warped Tour. Lots of good new bands are there.

ask your brother/sister what videogames he plays and go to the eb games in the mall or blockbuster and buy used games or get him new controllers.
you can also just buy him an outfit with a fitted cap or a basketball sports stuff,all these things are under a hundred dollars

Hard to answer without more info. What is he into? Does he like to rent movies or go to the movies? Movie passes or rental gift certificates are great ideas. He can rent video games with them too.

Head to your nearest Dollar General, Dollar Tree and fill a basket with goodies... All kinds of stuff.. It's great and people love getting a bunch of cool little goodies
