No, you do not require a skype phone to use Skype, nor does the person you're addressing the call to.
However, it's important to note that the person you are calling requires the Skype programme installed into his computer, plus the basic equipment to make a PC-to-PC call - earphones, mic.

Of course, you can purchase a VOIP phone tht enables the person to call you even when you're away from the PC using his Skype programme, and that costs money.

yes you do, its free to call skype to skype you can pay to call from a skype phone to a normal land line or mobile but you have to have pay up front, i think it is a bit cheaper though

I use my bluetooth headset that came with my mobile phone,works brilliantly,hands free,and you canbe a short distance from your computer.
