Creativity (or creativeness) is a mental process involving the generation of new ideas or concepts, or new associations between existing ideas or concepts. That is, creative types are able to realize their ideas. It may be in words, in sculpture, in painting, in design, in machine, or in some other such way. But the person who is not able to realize her ideas in any way is lacking the *ability* to realize her ideas, and it seems to me fair not to call her creative until she can realize her ideas.
Creative people may "invent" interesting content, but to me, *really* creative people are also able to "invent" forms into which others plug content.
E.g., the person who created mp3 technology would be really creative, whereas each artist whose song makes it to an mp3 recording was creative but in a lesser sense than I mean above.
