Typically the mile markers are the distance to the end of the freeway, to the merge of another freeway, or to a state line. The distance is the same on either side of the road.

If it is a small town, than the distance would be to the exit. If it is to a city, than the distance is to a major highway intersection.

i always assumed it was the center of town, or the exit off the highway that was closest to the center.
