How about taking that quotation a bit further- includsing the verses that come afterwards...
"18. I will set up a prophet for them from among their brothers like you, and I will put My words into his mouth, and he will speak to them all that I command him.
19. And it will be, that whoever does not hearken to My words that he speaks in My name, I will exact [it] of him.
20. But the prophet who intentionally speaks a word in My name, which I did not command him to speak, or who speaks in the name of other gods, that prophet shall die.
21. Now if you say to yourself, "How will we know the word that the Lord did not speak?"
22. If the prophet speaks in the name of the Lord, and the thing does not occur and does not come about, that is the thing the Lord did not speak. The prophet has spoken it wantonly; you shall not be afraid of him."
and let us not forget from Deuteronomy, Chapter 13
"1. Everything I command you that you shall be careful to do it. You shall neither add to it, nor subtract from it.
2. If there will arise among you a prophet, or a dreamer of a dream, and he gives you a sign or a wonder,
3. and the sign or the wonder of which he spoke to you happens, [and he] says, "Let us go after other gods which you have not known, and let us worship them,"
4. you shall not heed the words of that prophet, or that dreamer of a dream; for the Lord, your God, is testing you, to know whether you really love the Lord, your God, with all your heart and with all your soul."
Yep- no prohpet can change the law of God- it is eternal and even somebody doing miraclkes is just a test- and one you pass by ignoring them!

This verse is speaking of Jesus--note the capital P in Prophet. Jesus stated himself that he did only that which he saw the Father do. See John 5:17-19. Jesus was a Jew (among their brethren, like unto them) and what he spoke came from Father. Just as Moses spoke what God commanded (see Ex 4:10-16), Jesus revealed the Father to us for the Father was in him. Duet. 18:18 is quoted by Luke in Acts 3:23. You may want to read that chapter to give you further insight.

Why was it significant that Jesus was “the prophet”? Well, what was the key role foretold for that one? Was “the prophet” to be famous for performing miraculous healings or compassionately producing food for the hungry? Deuteronomy 18:18 predicted: “A prophet I shall raise up for them from the midst of their brothers, like you [Moses]; and I shall indeed put my words in his mouth, and he will certainly speak to them all that I shall command him.” So even as the apostles learned to have and express tender feelings, they could conclude that the mind of Christ was to be evidenced also in their preaching and teaching activity. That would be the very best that they could do for people. By that means, the sick and the poor could gain permanent benefits, not just those limited to a short human life span or a meal or two.—John 6:26-30.

The above verse cannot refer to Jesus. This can be seen from Deut 18:20 which states:
"But the prophet, which shall presume to speak a word in my name, which I have not commanded him to speak, or that shall speak in the name of other gods, even that prophet shall die".
This verse tells us that the prophet described in Deut 18:18 will not die an unnatural death (such as being killed).
As for Paul, I don't think much of what he has to say because:
a) From Revelations 2:
1 Unto the angel of the church of Ephesus write; These things saith he that holdeth the seven stars in his right hand, who walketh in the midst of the seven golden candlesticks;
2 I know thy works, and thy labour, and thy patience, and how thou canst not bear them which are evil: and thou hast tried them which say they are apostles, and are not, and hast found them liars:
==> Here, Jesus prophesized that someone will go to the Ephesians claiming to be an apostle, but the Ephesians will know that he was a liar.
b) From Ephesians 1:
1 Paul, an apostle of Jesus Christ by the will of God, to the saints which are at Ephesus, and to the faithful in Christ Jesus:
==> Paul was the only person to go to the Ephesians claiming to be an apostle.
The Ephesians rejected Paul (Acts 19 describes how Paul had to leave Ephesus) Paul himself told Timothy that the Asians rejected (deserted) him (2 Timothy 1:15)
Finally, it is generally believed that Paul was beheaded in Rome. This is consistent with Deut 18:20 which states
"But the prophet, which shall presume to speak a word in my name, which I have not commanded him to speak, or that shall speak in the name of other gods, even that prophet shall die".

I'm no Bible expert....
I'd say it's talking about the explanation or prophecy of when Jesus will come to earth. He's telling them that someone like you (just an ordinary man) will be walking among them. This man will be a direct spokes person for & from God. He will give God's words and commandands.
Jesus was the first person to speak directly for god. God has given us the power to hear and speak for him to other through the Holy Spirit.

It is a prophecy that the Hebrew prophet Moses recorded concerning the Messiah.Quoting Jehovah,Moses stated-
"A prophet I shall raise up for them[the Israelites]from the midst of their brothers,like you[Moses];and I shall indeed
put my words in his mouth,and he will certainly speak to them all that I shall command him"-Deut.18:17,18
The apostle Peter applied this prophecy to Jesus Christ when he stated:"Moses said,'Jehovah God will raise up for you from among your brothers a prophet like me.You must listen to him,according to all the things he speaks to you."(Acts 3:22).In fact,Jesus himself had stated:"If you believed Moses you would believe me,for that one wrote about me."(John5:46)

Most people believe their phrophet to be this prophet who was raised up. Christian believe it is Jesus. It litterally means that someone of their peers (bretheren) would be sent to tell them Gods will..(and he shall speak unot them that I shall command) It is truely one of the easiest verses to understand. God is talking to a people saying: The he will choose one of those ppl to be a prophet. And everything he speaks will be the word and will of God.

It is speaking of Jesus. Paul understood this and spoke of it here in these scriptures
ACTS 3:11
While the beggar held on to Peter and John, all the people were astonished and came running to them in the place called Solomon's Colonnade. 12When Peter saw this, he said to them: "Men of Israel, why does this surprise you?
