Because once upon a time when we spent all day chasing after our food or picking berries, the 'good' things (i.e., the fatty and sweet things) were rare and so fitted in well with the diet.

Now, we can have chocolate every day, and fatty or sugary processed foods are cheap - not like how it would have been back in the day.

Anything that is done in moderation isn't bad for you. Only the things that are done more than you know they should be done are bad.

There are things in life that are GOOD and GOOD for you.

(Sex, love, music)....

But anything done to excess can be bad.

Because they give us pleasure and in the case of the British government if we're having fun of any kind it's looked down upon.
