Microsoft Outlook is an email client. It downloads emails from your mail server and stores those emails on your computer. You can then read and organise them without being connected to the internet. You may also send mails through Outlook, and it's got a neat calender function as well.
Outlook is good for offices, but for you, you might prefer something like Outlook Express or Thunderbird, which can be downloaded for free.
