Filemon is a tool by Sysinternals located at http://www.sysinternals.com/Utilities/Filemon.html

When run, it allows you to watch all opens, accesses and closing of files (and the path to these files) on Windows. It also lets you filter the opens, accesses and closing of files on Windows based on application name or other criteria. This tool is useful when you want to debug where a program is looking for a specific file on the operating system. Like, for example, if the application gives you a generic file error, but with no details. You can then run filemon and determine what file it is that it's complaining about.

It's not very useful to watch all file activity. It's more useful to narrow the search down to an application for debugging purposes. Keep in mind, however, that some applications are filemon aware and won't run if filemon is running in memory (or worse, they simply just kill filemon as the other application is starting up). They do this specifically to prevent you from finding out what files that application is accessing. This usually happens with applications that use file based licensing or other files necessary to 'register' an application on the system.
