could be lack of vitamins,,try lettuce leaves,,hard boiled eggs,,cooled down and mashed,,for extra calcium.you have to get the birds mind off from picking the feathers because that becomes a habit after awhile..add new toys and try putting the cage by a window so the bird can see out.

The bird must be taken to an experienced avian vet for assessment. If the vet rules out all medical problems/nutritional deficiencies as being the cause then, by default, the problem is psychological in nature. Until you know for certain whether or not something is medically wrong with the bird you will continue with this guessing game. Meanwhile, the bird continues to pick. The longer the bird picks the more deeply ingrained the behaviour becomes. Eventually, it will become habitual. The more deeply ingrained the habit becomes the more difficult it will be to deal with effectively, never mind to eradicate altogether. It is entirely possible that in this eventuality you will have to deal with "picking-addiction" for the rest of the bird's life (same as ex-smokers still crave ciggarettes even if they quit smoking 40 years ago). Got the picture? Not a pretty sight is it?

My african grey did the same thing. After a ton of research I found out it was my air freshner. It was irritating his skin. His whole chest was bare! So I took away any air freshner and cigarette smoke that could be around him along with spraying him with water every day and within 1 week he got all the feathers back. Another cause is it could be dry in the house and you may try a humiifier. Good luck
