Near a petrol pump there can be collection of petrol vapors. If the concentration of the vapors is within the flammable range, a very small spark can set off an explosion. A cell phone is a transmitting/receiving device, which can emit sparks. Even though the possibility of having sufficient petrol vapors in open air is very less, nevertheless it is advised to switch off mobiles.(Also the engine should be stopped while refueling and no smoking!)

Liquid gasoline is not truly flammable. In order to combust, the liquid must be turned into a vapor first. This happens easily at even cold temperatures. Gasoline is most combustible at 60% fuel-air mixture. For exact numbers, check the material safety data sheets at the gas station.
But anyways, this low flash point and the low fuel to air ratio for combustion makes it dangerous at places near where it is stored or dispensed. In those locations, a spark could set off the fumes. This happened in southern Utah, in the US, about 2 years ago. No huge explosion, but a nice sized fire.
Most places have ways to prevent fumes from escaping the nozzle when filling, and prevent fumes from escaping the vehicle. Of course, it is better to be safe and NOT have a phone near the pumps.

Because when your telephone is ringing (that time) it may ( eventhough it is highly unlikely) cause explosion due to the spark in your cell phone to activate the ringing tone.
So, it is better to switch off your cell phone.
