Here is the problem with what the intelligence communities/organizations have to deal with. They are too good at gathering information.
Go to the toy store. Buy a few, at least 4 or more, 1,000 piece puzzles. Make sure all the puzzles are pictures of something similar. Now, dump all the puzzles into a big box and shake up all the pieces. Now, complete the puzzles. How long will it take you. Oh wait I almost forgot. Take yet another puzzle and mix in about half of its pieces in that original jumble. This is used to represent information gathered that is just gathered in the normal course of operations.
