Yes. You can get a license to own an automatic weapon, but the AR15 looks exactly the same. You fill out an application with a Class III dealer (only a few around) & lay down a deposit. The feds do a hardcore background check plus the $250 fee per weapon. IF & when they clear you, complete the purchase, but they have the right to no-warrant search your house at any time to inspect the storage conditions. Call your local ATF office, explain you're a collector & want to figure out the process. Also be aware that some states (Ca, NY) have additional regulations that the feds will not care about, so they may license you in Ca, but that doesn't prevent your local/state cops from busting down your door. There's also regulations about transport & such. Do lots of research.

The difference between an AR-15 (Semi) and an M16 (Full) is a sear pin that catches the bolt on the return trip, from the recoil spring to chambering a new round. The sear pin on the fully automatic weapon falls below the bolt and allows the weapon to piston, a semi catches the bolt on it's return trip and holds it until you squeeze again.
You can grind this down on your own, but run the risk of the weapon going into free- gun status which will fire until it runs out of ammunition.

in the united states you can buy semi-automatic AR-15 (M-16) at any gun store outside of NY, CA, DC, MA, and a few other liberal states.
The only difference between the AR-15 you can buy and the military M-16 will be the selector switch will not have a burst setting.

try the army surplus stores or any military store that sells military equipment. or you probably could go to a military base and find out if they have sales on old equipment, that they have deemed obsolete.
try typing military in the web search and see a site will come up.
BTW, when i was active duty i used the M-16A1 and i heard that weapon is not used any more and i really enjoyed firing that weapon. thanks for letting me have that memory again.

Buy them in a black market. Also buy an M-16 with an M-203 grenade launcher with it if you can.
