example: yes we should hang out....it would be fun

he or she just didnt know what to say after that. They were using it to express the fact that they didn't really have anything more to say on the subject. Maybe they are trying to end the conversation, but it doesnt necessarily mean that they werent sincere.

I think it's probably just an open ended question. Like when, instead of saying "what is your name?" people sometimes say "And your name is......?"
Just 'open ended'. Unfinished, either because words fail him, or because he expected YOU to finish it, perhaps by naming a time (and a place, if you're not just IM friends)!!

He doesn't want to hang out with you. If a friend says that you shouldn't be calling him a friend. Friends don't act like that.

It usually means uncertainty. Or your friend wants to tell you something but doesn't want to.

it's used to to express continuity, or 'that's my point' kind of sentence.
but in this case there is an ulterior motive, like shyness, or homosexuality.

i use .... a lot, for me i use it in pauses, usually awkward or dramatic. that seems awkward, sort of like they arent too sure they want to or not.
