As bbb pointed out, God didn't want to give Israel a king. As it is written:
1 Samuel 8:7 And the LORD said unto Samuel, Hearken unto the voice of the people in all that they say unto thee: for they have not rejected thee, but they have rejected me, that I should not reign over them.
Hosea 13:9 O Israel, thou hast destroyed thyself; but in me is thine help.
10 I will be thy king: where is any other that may save thee in all thy cities? and thy judges of whom thou saidst, Give me a king and princes?
11 I gave thee a king in mine anger, and took him away in my wrath.

That's the real reason why he chose Saul...
Because he would fail and this would be the chance for David, the greatest king in Israel, to be known...had it be that Saul was a good leader, then the people of Israel would not recognize the ruler greater than him...

The people sinned against God asking for a king when God was their king. Samuel warned the Israelites that the king that is chosen will not be successful and the the king would abuse his power but they still wanted a king. God gave them into their desires and they got what they deserved.

God is all knowing.. but not us..
God has one principle that goes like this. He doesn't force us to do something and He always gives us a chance..
Like Adam and eve, God gives them the choice to follow His word or to distrust Him.. like today, God gives us a coice to trust His word or to deny HIs name...
the same gives Saul a chance and a choice... Saul is not all bad, he did some good works before his fall.. and God is willing to give a chance ...
God warned the people about wanting a king.. the people chose, and was ever oppressed and led astray by their kings..

The Israelites did not need a king, because they they had God to rule over them. But the insisted on having an earthly king like all the other nations. So God let them have their wish and gave them a flawed king to show them that man will let them down every time, but God never will.

I can assure you , that there is a reason for everything that God does . EVen if the reason isn't apparent to us , does not mean that he did not know exactly why things needed to happen exactly the way that they did ! It's not for us to understand everything that God doees anyways , we are just supposed to have faith that he will do what is meant to be done.
