Watakushi ha anata wo aishimasu.
It's a very dramatic/poetic/cinematic phrase for "I love you".
The translation for everyday usage would be:
Anata ga suki desu. (ah nah tah gah ski dess)

I think it's definitely Japanese!! Your phonetic explanations could be taken several different ways! But,
Watakushiwa = I / myself. (私は)
Anata(w)o = you. (貴方 if you're a man, or 貴女 if you're a woman, を)
That is "fairly" certain.
a = ??????
shimasu = to do / doing.
I don't have a clue what the 'a' (ah!) could mean, but I'm assuming that it's NOT supposed to be "ashi-masu" - with 'ashi' being either (足) foot or (脚) leg, it would be a bit ODD!! (Especially with the potentials for ます...!! But we won't go into that here!) Could be 'ashi-masu' (悪します) as in 'being evil..!' But that wouldn't make sense... what a shame! (Myself, you are evil...! Nonsense!)
Actually, I think Sweetyhon is probably right! Aishimasu / 愛します!
