Shedding and houndy odor are common complaints in a Beagle owner.
Beagles have a distinctive "doggy" odor to their skin and coat that some people find offensive.
give him a bath more often, use a talcom for dogs on his coat, or ask the vet if theres any recomendations from other Beagle owners.

Use a can of Colgate men's shaving foam ( the cheapest one) to give him a dry bath. Rub the foam into his coat, and wipe it dry with a towel. He will like it and he will smell better for quite a while.
This is good for his coat as well.
