Lots of places online offer Studio Lighting for pretty reasonable prices.

The most obvious is of course, Ebay (www.ebay.com).

B&H Photo (www.bhphoto.com) offers a used section in which you will find studio lights also.

well im an amateur filmmaker and i think the best way is to buy work lights at a hardware store, and they usually work pretty good. but if you want actual studio light kits, then yeah ebay is probably a good place.

your local hardware store... you can build them with light sockets and the spiraly flourescent bulbs!!!
