Yes, and btw- that would just scream "pull me over please", cause they WOULD do it. You might get lucky and find a cop that will make you put it back on right on the spot, or give you a fix-it ticket, but then again you may be cited as well.

no if you cant put it on your bumper it is ok to have it displayed in the window as long as nothing else is covering it. In CA it is state law to have two license plates to my understanding they can both be displayed in front and back windows if because of car accident or dammage you are un able to display them properly. just keep in mind if you get in an accident with that in the window it will go flying and can do some real damage to you or someone else in the car.
