When a female dog goes into heat, there is some blood discharge, similar to a human menstrual period. Also, watch out for stuffed animals because she'll probably try to have "fun" with them. Her genital area will swell and puff up, and she'll probably try to get out of the house, as well.

If you aren't planning on breeding her, I would strongly (STRONGLY!!!) suggest having her spayed BEFORE her first heat cycle, otherwise she may go through a sort of 'false heat' where she'll show all the symptoms of a heat cycle (except for the bleeding) when you do get her spayed. Also, spaying her will reduce her chances of developing breast cancer (yes, dogs do get breat cancer) and Pyometra, and life-threatening infection of the uterus. Trust me, this is NOT fun, I learned the hard way. We had a black miniature poodle that we bred when I was younger, and my mother just never got around to spaying her when she finished using her for breeding. Needless to say, we then had a MUCH more costly emergency surgery PLUS aftercare. So if you do plan to breed her, only breed her 3 times, max, then spay her after the last litter is weened. I hope this answered you question.

Depending on how 'in tune' you are with your dog you will note changes in her behavior. Almost like PMS...then there will be a HUGE swelling of her vulva followed by bleeding, this is called 'pre-estrus'. She will attract males, but won't be responsive. As she moves into 'estrus' she will accept males that will breed with her as allowed.
As a former vet tech for the Humane Society and Animal Control, I recommend that you keep her AWAY from males until her HEAT period has subsided. Then PLEASE...be a responsible owner and have her SPAYED.

When the male Pomeranian's are going crazy.

Seriously, she'll start rubbing everything, rolling on her back and crying a lot.
