"Ta" is usually used with small children when trying to teach them to be thankfull. ie you hand a child something and sat "Ta" and wait untill they say "ta" before you give them the thing.

Adults use it somtimes but it is usually a word for small children.

It means thank you, it's said in Scotland too.
