I think it is to discourage people from asking silly questions and from asking the same tired, old questions 80 times a day. Unfortunately, it hasn't helped. I'd like to see those who ask repeat questions within a two week time period lose 25 points and those asking silly questions penalized 100 points. It would put an end to:
"Which came first, the chicken or the egg?"
" How many licks to the center of a tootsie roll pop?"
"If Peter Piper...."
etc, etc, etc. JMHO

Well, I guess it's to encourage you to answer more questions than you ask. It's the answers that are the most valid when it comes to these questions.

That's my theory, anyway. I think it's dumb to have a limit on how many questions/answers you can submit in a day.
