is it a scar or a wound? A scar is damage already done...a wound is fixable. If it's from the collar rubbing you could trry a differnt collar, maybe a padded one. You could put some bag balm or udder balm on it....a local feed store or pet supply place will know what it is.

You can leave his collar off except when you're walking him, and you can take him to obedience classes at your local humane society, to teach him how to walk properly. The vet isn't going to be able to do anything for it because it is just scar tissue and roughed-up fur. If it is an open wound, put neosporin on it to keep it from getting infected, and then avoid putting a collar on him until it heals. You might consider a harness that goes around his chest when you walk him, at least until the neck heals.
However, if you don't have money to take him to the vet, what will happen if something bad happens to him? I would urge you to consider pet insurance. It is cheap. I have a large dog, and it is $11 a month for him. Smaller dogs are less.

As others have said, neosporin. Also aloevera can help it heal. Give it some time open to air, so it can dry out if it;s a fresh wound. If it's healed already, get a bigger collar or a harness, and check it to make sure it fits properly. You should be able to put your finger between the dog and the collar or harness.If it has healed, put some olive oil on it to moisturize it.
Please find a vet who will help you out with payment plan. He deserves medical treatment. And most states require at least rabies shots every 1-3 years.

You should use neosporin and let him run around inside without the collar. I would make sure that it is not infected. Just look at it you can tell, but still leave the collar off until he is healed ok.. That is the best home treatment for dogs or so i thought.

Is the collar too tight perhaps?
Could be a 'hot spot'. There is spray you can buy at the pet store for that.
I'd check with the vet just to be sure.

keep it clean. neosporin. and let him wander around the house (inside!!!) without the collar to allow it to heal
