hmmm... decor for twins, huh?
Well, if they are boys, maybe you can try batman, spider-man, or some kind of fictional hero. You might can even go with the space/ galactic battleship theme. Boys love that!! They also like the race-car theme. Like a race-car bed, and blankets. Maybe redo the walls in some cars racing on a highway. That would be really cool. There is just so much to choose from!! lol! If they are girls, you can try Strawberry Shortcake, Powerpuff girls, The Brats, and, if that doesn't work, maybe you could try some Disney Character themes, such as, Aladdin, Pocahontas, Mickey, and Minnie Mouse, and you could even try the Princess theme.
If they are a boy and a girl, why not a blend of both? Pocahontas vs. Spider-man. There are many ways that you can switch it up so that it comes out best for everyone.

We recently renovated my son's room for his sixth birthday. We were mindful that his preferences will change drastically over the next several years, and we do not want to redo his room every two years.
To solve the problem, we covered his walls in melamine. Melamine is a high-gloss white wallboard that will cover a slightly uneven surface, bad wallpaper, panelling, or dark paint. It can be a pain to install, but has the benefit of low cost-less than $8.00 per 4'x8' section on sale. Due to its high-gloss finish, it will easily accept wall AND window clings. Finally, melamine is the same material used in dry-erase boards, so he can write, erase, and decorate EVERY wall in his room in any color on any day; without our permission! This feature would be even more helpful for twins.
To add to the decor, we painted a border around the room at chair height. We used magnetic paint (messy, but cool), then painted over it with a dark blue that our son can live with throughout his adolescence. I hate dealing with trim, so I chose to use pool noodles cut in half to trim out the doors, windows, and corners. I painted styrofoam balls to act as joints for the noodles and to top off the look.
The only high-ticket item was the bed, which I *love* and would be great for twins. It is a loft bed that is all-in-one. It includes a dresser, desk, closet, full bed, and twin trundle. It's perfect because it allows more floor space for play and accommodates two sleepers!

Paint! Paint! Paint! Its easy to change, easy to clean, and versatile. There are a lot of good books and magazines out for kids rooms, try Lowe's for books. Personally I like to get my kids input for their rooms. We have moved a lot, so I have had a lot of opportunities to redo their rooms. My boys (now 10 and 8) started out with a camping theme. They had a lake front with trees painted on the walls complete with a canoe and camp fire. Had a sign pointing towards the beds saying campsites with an arrow. The next house they had their own rooms, one we painted a space theme complete with space shuttle and rocket and the other we did in dinosaurs. Now they have a soccer room and hunting and fishing. My daughter has a safari room in bubble gum pink, apple green, and zebra. Get their input!! Another cool room we used blackboard paint and magnetic paint (available at Lowes) they had a blast drawing on the walls!! Paint is cheap, easy to change, and very versatile. Not good at drawing, invest in a projector available at hobby lobby or Michael's.

I wouldn't go with characters for bedding, wallpaper, or curtains. It can be expensive, always looks cheap, and they outgrow it too fast. If they really love a character get affordable accessories (framed posters, lamps, clocks, etc.).
Try a color scheme instead. For girls you could try soft gray walls with crisp white trim, and a mix of soft pink, fuchsia, soft gray, and white for bedding and curtains. Mix stripes, polka dots, small floral and gingham for toss pillows. Try a solid comforter with a printed dust ruffle. Or keep all the bedding in solid colors and do a faux painting treatment on the walls. (don't do a wall treatment and too many fabric prints, it's distracting) If you don't like gray try mint green with the pinks, or if you don't like pink try gray with shades of purple.
For boys try aqua, royal blue, white and a touch of purple, or Maroon, navy, cream and a touch of orange. This may be too much for 7 year olds (but totally classy) - Camel, white, cream, and black (throw in a splash of red for fun!). My 4 year old daughters room is deep plum velvet, gray, mauvie pink, and black. (Bombay kids - gorgeous!)

with them being 7... ask them, then stick with a theme like... ocean life or sports.. or i dunno if there girls go with the princess thing.. if its boy and gearn ocean life would work better you can have sharks and a mirmaid.
