The Bible says the devil was cast from heaven. Apparently his doom is withheld at the moment because he had the power over death and thus everyone who dies.
Hebrews 2:14 Forasmuch then as the children are partakers of flesh and blood, he also himself likewise took part of the same; that through death he might destroy him that had the power of death, that is, the devil;
15 And deliver them who through fear of death were all their lifetime subject to bondage.
Now that his power has been taken however, his doom is rapidly approaching and is ceased only so more people can come to find eternal life through Jesus.
Revelation 12:12 Therefore rejoice, ye heavens, and ye that dwell in them. Woe to the inhabiters of the earth and of the sea! for the devil is come down unto you, having great wrath, because he knoweth that he hath but a short time.
As for Job, God didn't send Satan after him, but let Satan have his way, perhaps because Satan had not yet fallen from heaven yet. After all, Job is likely the first book of the Bible to have been written.

I think we have to remember that the Bible was written by people in ancient times trying to explain the ancient questions of life, "how did we get here?" "Who created the earth?" "What is the origin of things?" They probably had oral stories about a great flood, so they ask, what's that about? So a tradition grows about why a flood, etc...to them, the world they knew was the entire world.
Do we really think God would kill a man's whole family to test his faithfulness? The story of Job was an answer to the question "why do bad things happen to righteous people?" Up until Job was written people thought that if you were bad, you were punished, if you were good you were rewarded.
We can't read the Bible literally, we can't read it as history. It doesn't make sense.
So keep asking good questions, it's good to ask questions of the Bible, and of faith. Don't let anyone tell you blind faith is strong faith.
