Here is a site that lists most on the left side of page for each charity you look up is the ratio.
Me I wouldn't give to anyone who had 15% or more. Many who fall in that range.

Kinsmen Telemiracle, in Saskatchewan, Canada. Every year a telethon is held to raise funds for the Kinsmen to give toward the special needs of people in Saskatchewan. On the telethon, it has been revealed that it is THE Canadian charity which gives the most in donations directly to those in need, with the least overhead.

This depends on how big the need is.

Local Civic organizations do a great deal of good with no overhead. Here are some examples

Lions Club - free eyeglasses to needy
Rotary Club - college scholarships
Civitan Club - wheel chair and other assistace to people that are disabled.
Shriners - raise private moneys for burn centers

So if you don't have the CASH to give, you can give of your time. These organizations are great.

Guidestar.org has all of the information you need to find out how much of a charity's money goes where.
If you want a recommendation though, I'd recommend Samaritan's Purse--you might be able to find a better one, but their overhead is fairly low.

The Catholic order... Knights of Columbus. They return 96% of funds collected to the recipients of that charity.

I will never donate to red cross, they suck. only like 4 cents on the dollar (or something like that) actually go to the cause it serves, the rest lines pockets.
