Use this site to search and compare.
I love my FinePix S7000 but it is already an older model. Anyway, this site is in the business of finding exactly what you want.
See link, which I have set to FinePix and $400 for you.
you need to decide on the kind of camera. There are cameras that will fit in your shirt pocket, and others that need a bag, and others in between those. What do you want to do?
My camera has 2 macro settings with both auto and manual focus. It has both through the lens viewing and LCD screen. It has 2 kinds of memory cards. I just use a 1 gig card, and so far, it has never filled up during an outing. It uses plain or rechargeable AA batteries. It can accept filters. I like the polarizing filter to bring out the depth in clouds.
So, you see there are lots of capabilities, but maybe you just want a camera that you can take out of your pocket and snap a pic. Maybe you should consider a cell phone with a camera. The Sony-Ericson 750c that my friend has takes very good pictures and she carries it in a tiny purse along with her money and cards.

There are a few good cameras you can get for that price. I would go with Nikon or Sony and make sure it is at least a 3 megapixel.
Nikon offers the coolpix models and Sony offers the cybershot models. I'm sure there are other ones, but these are two of the best ones I have used.

Canon are always an excellent choice, they use all glass lenses on all of their cameras. One thing to think about is if you go with a Sony go for one with a carl zeiss lens, then its all glass and will take great photos. Also, look at some panasonics, they have standard image stabilization on all their cameras. I personally use a Canon sd600 (6.0mp, 3x optical zoom) if you decide make sure you buy a HI-Speed memory stick. Canon's use SD so they are nice and cheap, 1gb hi-speed is around 65 dollars. Sony's are expensive usually around 80-100 dollars. Anyway good luck and have fun shopping!

The Cheap Things Are Expensive.

If you have $400 you can buy a very good camera and also a nice one.

Try to buy the Sony CyberShot Ef. 7.2 Mega Pixels.

It's a great one! Buy it! $260....
