My kids do this! Make 2 trips to the fountain- The initial to get the money to buy the bubble bath and bathing suit, and the second to play. You'll have plenty of time because it will take a long time for security to catch you. They don't like getting wet.

NO worse than the time I put on the roller blades and skated around the Toy R Us, lord that floor was delightfully smooth. Didn't take long for the manager to come stomping around the aisles in a huff, heehehe.

I don't know about bad manners (that would depend on mall policy) but it would certainly be bad hygiene. Are you under the impression that the fountains are sources of fresh running water? Not! Most of them have a resevoir of water that they recycle with pumps, over and over again, along with whatever gets added to them. People spitting, toddlers splashing in them (soggy diapers and all), people rinsing their feet and hands in them, to name but a few.

I know it makes a light-hearted happy picture (the mermaid in the pool thing) but I wouldn't try it if I were you.
