The serviceman has been on active duty for 2 years and is eligble for mgib benefits.

Being an x-navy man I know this one! No. MGIB is for when you get out of the Navy. While you're in, the Navy pays for everything but your books. So there's no need to use the MGIB.

Books are expensive I know...but that's the rules.

When you get out, its no fun either. You have to pay for classes up front and then get reimbursed several weeks later...get a credit card now!

while on active duty, yes. ?Just like the USMC you can use both while on active duty. If you get out you don't get to use the tuition benefits, only the GI Bill. Things have changed since the Ex-Navy guy was in and for the better.
Tuition assistance only pays about 4500 a year, so using the GI Bill is a good thing if the college charges more than that such as Masters programs.

No matter what the service the MGIB and TA works the same. As an Air Force Veteran.....Yes!! Its called 'top-up'. Since TA only pays 4500 a year you can skim off of the MGIB. You'll just have less time when separate.

This is coming from someone who did it.

You can use the MGIB as soon as you're eligible, but there's no point. AS long as you're getting tuition assistance, save the gi bill for when you get out, because you'll no longer have tuition assistnace.
