I met this girl and she wanted to meet me for the first time to hangout with her good friend and boyfriend. She touched my arm alot and kept smiling and looking at me but not staring. She gave me a nice tight hug when we separated. Is this an introduction or a date per se?

It doesn't sound like a date to me, but she's definitely interested in you and in spending time with you. If you like her too, go on an actual date :) She was giving you hints ;)

WHOA!!
Did you say that she kept touching your arm??!!!
Well, if that was her boyfriend, he would have ripped that arm of your sockets.
I think she is a tease. She is two timing on you. Check her out for a couple of more weeks.
Dont make the first contact. Wait for her to schedule a date. Ask her about her 'boyfriend'.
I would call this one of the most 'curious' Introductions, ever!!

It could be...I would ask her out for a solo thing with just you for the next time and see if she wants to go. Something casusal like drinks if you're old enough or a movie if you're younger.

I wouldn't necessarily call it a date but from what you said, it sounds like she would like to get to know you better and is interested in you.
