First the bill clears the house and then the senate does one Then a committee of the house & senate get togeather with both bills and work to make one After it passes both chambers it goes to the president .l he can sign or veto it.

If it's an ordinary bill, usually majority vote unless the bill has a clause saying it needs a certain number to pass. Some things, like constitutional amendments, need a certain percentage like 2/3 or 3/4.

For a bill to pass through congress, it has to pass through botuh the senate and house of represenitives. They both propose and vote on laws and in order for a bill to pass, there needs to be 2/3rds voted from the senate, and 2/3rds votes from the house of represenitives.

Bills are passed to the junior congressman and he pays the tab.
