Foster care is many reasons for one thing. Parents who are ill go into hospital and have no one to look after there children, or, children who are at risk from there area or family go into care. Foster care is a family who have been checked by social services and police found to be a good family offer to take on the child or children for a period of time. They are paid to do this like a babysitting service but are trained in different ways to deal with all of children.They try to keep a normally well balance life for the children until there parents or social services can provide a permanent solution. You don't have to be a child or parent they cant cope or who live is bad it is a service that is provided for many reasons, even children with disabilities and given parents help. When someone takes in a child who needs a home they are providing foster care. This is usually arranged by The Department of Children and Family Services of the State in which the child and foster parent resides. Foster parents must be licensed by the state. There are thousands of such children of all ages.

Foster Care is where for what ever reason your parents can no longer look after you, so you are looked after by the state in someones home. This is a normal person who has volunteered to look after needy children and usually paid an certain amount to cloth and feed and generally care for the child until either of their parents can again cope with them. This is normally a temporary situation how temporary depends on the circumstances

It is when children are cared for temporarily before either being adopted or given back to parents. Children could be with a foster family for a number of reasons, sometimes because one or both parents are ill and can't look after them, sometimes because there have been issues with the family. There is also respite care which is where people have a child/children regularly to give their parent(s) a break, for example, if the child is disabled.

Basically its the care of anothers child, approved by appropriate agencies by another couple, not the natural parents.

Its a step short of adoption where this is not appropriate or where suitable adoptive parents have not yet been identified.

It leaves the door open for the child to return to its natural parents in the future if the situation changes.

Its when children needing a home are taken in to someone elses home for either short or long term care. A bit like temport adoption but the carers have no legal right over the children they care for.
