It's all relative. I'd say, however, that an actual boulder is much bigger than the breasts you would find in an "over the shoulder boulder holder." I've never seen breasts as big as boulders, and I've seen an awful lot of breasts. Even the freakish ones on the porn "stars" whose only asset seems to be their freakish breasts aren't BOULDER sized.
I'd say a boulder is about the size of an automobile that's been in an accident.

I think maybe it is never really a boulder, but sounds scarier.
I was walking and all of a sudden rocks start tumbling towards me.
I was walking and all of a sudden boulders start tumbling towards me.
See what I mean I might laugh at the rock person imagining pebbles, but the boulder person I would ask if they are okay.

It's age. They start off as baby sand, then spend a couple of years as pebbles, rock is like teenager. A boulder is a fully grown adult.
Being a geological phenomenon, this takes about 20 brazillion years.

When you get a bump on your head then it was a rock but if it knocks the heck out and you wake up in the hospital then it was a boulder.

In the words of dear Donkey in Shrek:
